Paid staff must hold an Employee WWCC, not Volunteer. KeepClear flags the card type as well as the date.
Working with Children · VIT · NDIS
KeepClear sends expiry alerts for employees, volunteers and labour-hire at Victorian local councils. Kinders, libraries, MCH, rec, youth, in-home care. If the check lapses, the flag is do not start.
Sits beside TechnologyOne, Aurion and Chris21. Monthly opex under a 2.75% rate cap. Victoria only — 79 LGAs. We do not replace the ERP, run payroll, or own STP. Payday Super is live from 1 July 2026; that stays with payroll.
Paid staff must hold an Employee WWCC, not Volunteer. KeepClear flags the card type as well as the date.
Volunteer clearances have their own clock. A lapsed volunteer is still on the books until someone notices. We notice.
Agency educators and parks crews still need a current check before they start. Rapid Global already covers contractors. We cover the people you roster.
Roles
Kinders and MCH, library volunteers, agency educators. Same engine. Employee vs Volunteer stays honest.
October 2025: cannot start on a pending WWCC or VIT. Employee card type.
Libraries · rec · readersVolunteer pages are intake. Clearance is a clock with its own card type.

The wedge
Rapid Global already does contractor Working with Children Checks at Frankston, Bayside, Casey, Greater Dandenong, Kingston, Manningham, Monash, Stonnington, Greater Shepparton and Yarra Ranges. We do not clone that product. KeepClear is the gap they leave: employees, volunteers and labour-hire.
WWCC (Employee vs Volunteer), VIT for council kinders, NDIS Worker Screening for remaining in-home and disability roles. Expiry, card type, organisation-on-record, and a do-not-start flag. Source of truth stays with Service Victoria, VIT and the NDIS Commission. We wrap reminders around them.
Not a WWCC register. Not Service Victoria. Not Rapid Global for contractors. Not TechnologyOne HR. Not STP / Single Touch Payroll — Payday Super is live from 1 July 2026 and that stays with your payroll engine.

On the public record
These are not testimonials. KeepClear has no claimed customers. They are the Victorian facts that make a spreadsheet unsafe.
October 2025 scheme changes. Services have a legal duty to keep workers and volunteers on a valid WWCC or VIT registration, and to stay informed of scheme changes. A person cannot start in an early childhood service while an application is pending. Worker Screening Act 2020 — never the repealed 2005 Act.

Risk-assessed roles cannot begin without a current NDIS Worker Screening Check. Renewals must stay current. Councils that still deliver or subcontract disability and aged in-home care sit in this duty.

City of Greater Geelong voted in May 2025 to continue in-home community care after staff and community pressure. Screening and certificates stay on the books for that workforce — they do not leave with an outsourced provider.

Strathbogie Shire tender 26-27-02 (closed 5 August 2026) asked for HR software on a monthly subscription plus Gender Equality Act reporting, with go-live 31 August 2026. That is the shape: opex, not a four-year ERP.

Live on TechnologyOne SaaS+ OneCouncil phase 1, including HR and Payroll, for 1,000+ staff. The go-live is not a WWCC product.
Warrnambool, Moyne and Corangamite share OneCouncil. Three ABNs still each hold WWCC employer records, VIT lists and HRWL registers.
IBAC referral over an IT project tens of millions over budget, then a TechnologyOne program. Growth councils will not buy a second system of record.
Cardinia’s TechnologyOne path is reported around $32 million over four years. Yarra Ranges moved off Frontier on a reported $7.3 million over five years. KeepClear is a cheap monthly add-on in a 2.75% rate cap — not that conversation.
