Plain answers
FAQ for Victorian council buyers.
No claimed customers. No fake quotes. Worker Screening Act 2020, 79 LGAs, monthly SaaS beside the ERP you already bought.
Who is KeepClear for?
People & Culture, child safety, early years, MCH coordinators and procurement at Victorian local councils — 79 LGAs only. Shared services (the Coastal Connect pattern: Warrnambool, Moyne, Corangamite) can be one quote and three employer tenancies.
Is this another ERP?
No. We sit beside TechnologyOne, Aurion and Chris21. Melton is already live on TechnologyOne SaaS+ including HR and Payroll (January 2026). Wyndham’s IBAC-referred IT blowout is why we never sell a second system of record. Cardinia’s reported $32 million / four-year TechnologyOne path and Yarra Ranges’ $7.3 million / five years off Frontier are not our price point.
Do you replace Rapid Global?
No. Rapid Global already does contractor Working with Children Checks at Frankston, Bayside, Casey, Greater Dandenong, Kingston, Manningham, Monash, Stonnington, Greater Shepparton and Yarra Ranges. KeepClear covers employees, volunteers and labour-hire. See Compare.
WWCC, VIT or NDIS — which one?
Often more than one, on the same person. WWCC (Employee vs Volunteer card type) for child-related work. VIT for early childhood teachers in council kinders. NDIS Worker Screening for risk-assessed disability and remaining in-home roles — no clearance, no start. October 2025 early childhood duty: current WWCC or VIT, or they do not start, including while an application is pending. Worker Screening Act 2020, never the 2005 Act. Detail on Child safety.
What about MCH nurses and 31 May?
Victorian Maternal and Child Health practice needs current AHPRA registration as Registered Nurse (Division 1) and Registered Midwife, plus the postgraduate MCH qualification. NMBA renewal is 31 May every year. After the late period they cannot practise until the register is updated. KeepClear watches that clock on the same person as WWCC. See Tickets.
Do you run payroll or STP?
No. Payday Super went live on 1 July 2026. STP / Single Touch Payroll stays with the payroll engine. The payslip wallet archives the slip beside TechnologyOne — it does not calculate pay, overtime, super or award interpretation.
How do councils buy this?
MAV VendorPanel. ICT Software and Licensing ES8111 (runs to 31 August 2028). Monthly SaaS plus light professional services. Local Government Act 2020 s 108 already asks councils to seek collaboration. Not a standalone ERP tender. See Councils.
What does it cost?
Indicative only, not a quote: about $980 / month excl. GST for a small rural LGA (up to 250 people on the books), about $2,850 / month for a mid / interface LGA (up to 1,200), about $4,400 / month for a shared-services tenancy. Rate cap 2.75% for 2026–27. Strathbogie tender 26-27-02 already asked for monthly HR SaaS. See Pricing.
Is the demo a real council?
No. Shire of Barwonvale is fictional seed data dated to 30 August 2026. KeepClear has no claimed customers. Open the clearance desk.
Greater Geelong — why does in-home care matter?
City of Greater Geelong voted in May 2025 to continue in-home community care. Screening and certificates stay on the council books; they do not leave with an outsourced provider. NDIS: no clearance, no start.
Will you sell outside Victoria?
No. 79 Victorian local government areas. Australian English. Worker Screening Act 2020. We will not pitch DBS, G-Cloud, or another state’s scheme.
