One P&C rhythm. Three ABNs. Three WWCC employer files.

Coastal Connect — Warrnambool, Moyne and Corangamite — shares TechnologyOne OneCouncil from August 2026. Sharing the ERP does not share the Worker Screening Unit employer record. KeepClear is built for that shape: one quote on MAV VendorPanel, three employer tenancies. We are not a second ERP.

Local Government Act 2020 s 108 already asks councils to seek collaboration. A Coastal Connect-style quote can be one process, three WWCC files.

Coastal Connect · August 2026

Three councils. One shared OneCouncil. Still three employer records.

Public-record briefings, not customer claims. KeepClear has no claimed customers.

Regional city

Warrnambool City

Careers page values child safety; role-by-role WWCC on PDs. Shared OneCouncil with Moyne and Corangamite. Quote once; tenancy stays per council.

Rural

Moyne Shire

Same shared-services conversation. Separate WWCC employer record. Do not merge the Worker Screening Unit files because the ERP is shared.

Corangamite Shire

TechnologyOne case study is Employee Self Service for leave, details and pay — not live Victorian WWCC. ESS is not a clearance desk.

Pattern source: trade press, August 2026 — Inside Local Government · Victorian council trio. Not a KeepClear engagement.

Melton · January 2026

Live on TechnologyOne SaaS+

OneCouncil phase 1 including HR and Payroll went live January 2026 for 1,000+ staff. ApplyNow PDs still treat Employee WWCC as a hiring gate. The go-live is not a WWCC product. KeepClear is the monthly add-on so P&C is not emailing WWCC PDFs twelve months after SaaS+.

Wyndham · do not sell another ERP

IBAC-referred IT blowout is why this is monthly opex

Wyndham’s public IT cost blowout, then a TechnologyOne program, is the reason growth councils will not buy a second system of record. KeepClear is a cheap monthly add-on in a 2.75% rate cap — not that conversation. Cardinia’s TechnologyOne path is reported around $32 million over four years. Yarra Ranges moved off Frontier on a reported $7.3 million over five years.

How you buy

MAV VendorPanel. ICT Software and Licensing ES8111 to 31 August 2028.

Monthly SaaS / cloud plus light professional services. There is no MAV panel named for WWCC or child safety. Rapid and LinkSafe deals visible on the web were council-run quotes or cluster arrangements.

  1. One quote, three tenancies

Shared-services groups raise, evaluate and award in VendorPanel. KeepClear invoices as monthly opex. Each ABN keeps its own WWCC employer file, VIT list and HRWL register. We do not flatten three councils into one Worker Screening Unit record.

  2. Sit beside the shared ERP

Import a person list from OneCouncil (or Aurion, Chris21). Nightly or weekly CSV is enough. We do not write back pay, leave or award interpretation. Payday Super is live from 1 July 2026; that stays with payroll.

  3. Do not open a second core-system tender

Wyndham already showed why that story dies in public. Indicative shared-services pricing is published on the pricing page — not a quote. Final pricing via VendorPanel.

What we will not be

Not a second ERP. Not contractor OHS. Not Service Victoria.

Not TechnologyOne

Melton and Coastal Connect already bought HR/Payroll. Certificates did not come with it.

Not Rapid Global

Contractor OHS is taken at named councils. The unpaid-for cohort is employees, volunteers and labour-hire.

Not a WWCC register

We wrap Service Victoria’s lookup (single or CSV up to 1,500). We do not scrape it and we do not replace it.
