OHS Regulations 2017 (Vic) reg 129: an employer must not allow high-risk work without the right class of licence. Penalty for a body corporate is 500 penalty units. Licences run five years. Performing the work on an expired licence is an offence even if renewal is still possible.

Victorian MCH practice needs current AHPRA registration as Registered Nurse (Division 1) and Registered Midwife, plus the postgraduate MCH qualification. NMBA renewal is 31 May. After the late period, they cannot practise until the register is updated.
Student MCH cohorts (ANMF model, Moira first) add a time-limited, limited-scope row the ERP treats as a one-off. We watch the end date.
HLTAID units on recreation officers, outdoor crews and early-years rooms expire on their own clock. Short-staffed Victorian councils (ABC, 8 Sep 2024) make a lapsed first-aid ticket more likely, not less.

Person-level, not a training LMS
Melton already uses ELMO for learning and is live on TechnologyOne HR/Payroll (January 2026). Wellington Shire uses ELMO for LMS and performance. Neither is a Victorian worker-screening or plant-licence product. KeepClear is the register + reminder + evidence pack those systems store as a field, if at all.

Gender Equality Act 2020 already forces councils to audit workforce data (GEAP, pay-gap reporting). A clean ticket and certificate record is easier to support than a folder of PDFs. KeepClear exports supporting artefacts. It does not produce the GEAP.
