What 79 public websites already do — and what they do not

The LGA website gap

Victorian council sites are resident and applicant sites, not staff-HR products. Careers, child-safety policy and volunteer forms are strong. A live register of whose WWCC, VIT or NDIS screening expires next month is missing on every site in the sample. KeepClear is that monthly layer.

Facts below are from public council pages, competitor sites and MAV, collated 30 August 2026. Not found on a public page is not proof a council does not run a system internally. KeepClear has no claimed customers.

Public functionTypical offeringWhat it is not
CareersVacancies, PD downloads, pre-employment checksNo live WWCC register, no staff login for existing employees
Child safetyPolicy, Child Safe Standards, public complaint email / phoneNo workforce dashboard, no expiry alerts
VolunteersEOI / application form, “must hold WWCC” copyNo volunteer clearance clock
ProcurementTenders, Rapid Global / LinkSafe contractor instructionsContractor OHS + insurance; child-safety often a PDF upload
Staff / payslipsAlmost never linked from the public siteLogin URLs that exist are ITSM, partner hubs, or Citrix

Rank 1

WWCC is a checkbox at hire. It is not a product after the offer letter.

Glenelg requires a current card for all employees. Cardinia limits WWCC to certain roles and insists it is employer-based, not volunteer. Greater Shepparton says volunteer status is not sufficient. Melbourne requires all volunteers to hold a valid WWCC. Frankston’s careers prerequisites page lists work-rights only. That variation is a rules engine, not a spreadsheet.

The legal duty the public site does not operationalise

Organisations must check status before the worker starts; seeing the card is not enough; the worker must list the organisation so the Worker Screening Unit can notify on change or cancellation. Paid child-related workers must hold an Employee clearance, not Volunteer. Organisations must know when workers’ and volunteers’ clearance expires, and must not allow work on interim exclusion, exclusion, interim bar or suspension.

Service Victoria CSV is not a product

The official status checker is a single lookup or a bulk CSV of up to 1,500 rows (family name, card number), file under 1MB. That is a lookup. It will not roster-block a kinder casual, distinguish a labour-hire host from a volunteer cinema usher, keep VAGO-ready history, or remember Employee vs Volunteer type.

The lane that is already sold

Rapid Global and LinkSafe own contractors. They do not own the people you roster.

Rapid Global — south-east / metro cluster

Frankston and Yarra Ranges publish near-identical contractor pages: preferred contractors register in Rapid Global, upload insurance and licences, and complete a Child Safe Standards Contractor Assessment as a signed PDF. Shared assessment across participating councils. Contractor pays $25–$150 a year by risk band. Frankston start date: 31 July 2022.

Frankston list: Frankston, Bayside, Casey, Greater Dandenong, Kingston, Manningham, Monash, Stonnington, Greater Shepparton, Yarra Ranges. Yarra Ranges list swaps Greater Shepparton for Boroondara. Both still say “ten councils”. Which of Shepparton / Boroondara is in the 2026 shared pool is unverified.

LinkSafe, Swan Hill Rapid, labour-hire

Greater Bendigo and Greater Geelong appear as LinkSafe contractor case studies (Civica, 2023 and 2021). Greater Shepparton also names Linksafe for induction. Swan Hill requires Rapid prequal and a three-year OHS induction with a 30-day expiry email — OHS and insurance, not a named employee WWCC product.

Labour-hire almost never appears on the council pages fetched. Wyndham, Knox, Casey and Frankston name contractors in child-safety copy. Agency / labour-on-hire as a third worker class with its own WWCC type is not a public-website feature. That absence is the gap.

The ERP stores a field

TechnologyOne, Aurion and Chris21 are not live Victorian WWCC.

OneCouncil posts pay and HR. Aurion Employee Self Service downloads payslips. Frontier HR21 can store licences and qualifications in a field. None of the fetched vendor or council pages describe Victorian WWCC live status, overnight exclusion, or labour-hire as a first-class object. Melton’s January 2026 SaaS+ go-live includes HR and Payroll. That is not a WWCC product.

Child safety is policy

Wyndham publishes a full Child Safe Organisation page and a dedicated Child Safety Management team. Casey, Melton, Glenelg, Yarra Ranges and Knox publish commitment and complaint paths. Nothing on those pages is a register of whose check expires next month.

Volunteers are intake

Strathbogie cinema and visitor-centre volunteers, Casey aged-care volunteers, Melbourne “all volunteers”, Geelong Family Services (WWCC or VIT). None of the sites offer a volunteer a login that shows “your Volunteer WWCC expires on …”.

Payslips are behind the firewall

Public LGA sites do not offer payslips because they live in ESS. A payslip wallet is a secondary SKU beside a cutover or an underpayment event, not the website gap. See payslip wallet.

Do not build another ERP, another contractor OHS portal, or another WWCC register. Rapid’s education SKU already names WWCC expiry for campus contractors and volunteers. As of the council pages fetched on 30 August 2026, that has not been sold to Victorian local government HR.

The monthly SKU

  • Wrap Service Victoria (never scrape or replace the register)
  • Employee vs Volunteer policy, organisation-link reminder
  • Overnight suspension / exclusion flag
  • Employees + volunteers + labour-hire
  • Do-not-start before a kinder casual walks in

Not this product

  • A Rapid Global clone for contractor OHS
  • A second TechnologyOne / Aurion / Chris21
  • A replacement for Service Victoria, VIT or NDIS
  • STP or Payday Super (those stay with payroll)
