How Victorian councils buy
KeepClear is software-and-licensing / cloud SaaS plus light professional services. Local Government Act 2020 s 108 already asks councils to seek collaboration. MAV Procurement and VendorPanel are how 79 LGAs do that without inventing a four-year program.
MAV Information and Communications Technology panels cover software and licensing (including cloud), and professional services. ICT Software and Licensing ES8111 is the current vehicle. The term runs to 31 August 2028. Councils raise, evaluate and award quotes in VendorPanel.
Not a capital ERP. SaaS opex, cancellable, insurance certificates in the portal. Shared-services tenancies (Warrnambool / Moyne / Corangamite) can be one quote, three employer records.
WWCC / VIT / NDIS for employees, volunteers and labour-hire. Tickets and the payslip wallet follow. We wrap Service Victoria, VIT, Ahpra and myWorkSafe. We do not scrape them and we do not replace them.

s 108 procurement policies must say how the council will seek collaboration with other councils and public bodies. Coastal Connect (18 August 2026) is the live regional pattern: share the ERP, still run three WWCC employer files. KeepClear is built for that.
Software and licensing — cloud. Professional services — configuration, training, support. We will not pretend to be a rates, property, assets or finance overhaul. Wyndham already showed why that story dies in public.
MAV ICT Software and Licensing ES8111 runs to 31 August 2028. The product is monthly SaaS on VendorPanel — not a public ERP tender.
Context, not customers
| Signal | What it means for KeepClear |
|---|---|
| Melton live on TechnologyOne SaaS+ (20 Jan 2026) | HR/Payroll is taken. Certificates are not. |
| Coastal Connect: Warrnambool, Moyne, Corangamite (18 Aug 2026) | One sale shape, three employer tenancies. |
| Cardinia ~$32m / 4yr TechnologyOne; Yarra Ranges $7.3m / 5yr off Frontier | Do not compete with those numbers. |
| Whittlesea selected Workday HCM (14 Jul 2025) | A global HCM still needs Victorian WWCC/VIT/AHPRA wrappers. |
| Rapid Global contractor WWCC at ten named councils | Our gap is employee, volunteer, labour-hire. |
