Pending is not a start. Early childhood has a duty to keep the check current.

October 2025 scheme changes. Victorian early childhood services have a legal duty to keep workers and volunteers on a valid WWCC or VIT registration, and to stay informed of scheme changes. A person cannot start in an early childhood service while an application is pending. Worker Screening Act 2020 — never the repealed 2005 Act.

Paid child-related workers must hold an Employee WWCC, not Volunteer. KeepClear flags the card type as well as the date. We wrap Service Victoria and VIT. We do not become those registers.

Card type

Employee, not Volunteer

Paid kinder and MCH staff must hold an Employee clearance. Councils already write this into careers FAQs (Cardinia: employer-based; Shepparton: Employee status required). A yes/no WWCC field fails that rule for casuals and labour-hire.

Two clocks

WWCC or VIT

Registered early childhood teachers sit on VIT. Other child-related workers sit on WWCC. KeepClear watches both on the same person. We are not VIT and we are not Service Victoria.

MCH

WWCC plus AHPRA

Maternal and child health still needs a current WWCC beside AHPRA RN and midwife (31 May). Strathbogie lists casual MCH on the same careers page as outdoor and admin roles — no public credential product. The matrix is the product.

On the public record · 30 August 2026 research

The duty is live status. Council sites still treat WWCC as a hire-day checkbox.

These are Victorian facts, not testimonials. KeepClear has no claimed customers.

Organisations’ legal obligations

Check status before the worker starts. Seeing the card is not enough. The worker must list the organisation so the Worker Screening Unit can notify on change or cancellation. Do not allow work on interim exclusion, exclusion, interim bar or suspension. Know when workers’ and volunteers’ clearances expire. Paid child-related workers need Employee, not Volunteer.

October 2025 — early childhood scheme

Services have a legal duty to keep workers and volunteers on a valid WWCC or VIT registration, and to stay informed of scheme changes. A person cannot start in an early childhood service while an application is pending. That is a roster rule, not a policy poster.

What organisations need to know

Victorian organisations must check Working with Children status before the worker starts. Listing the council so WSU can notify is part of that duty — a photocopy in the onboarding pack is not.

Hiring gates are not expiry

Melton ApplyNow PDs still treat Employee WWCC as a hiring gate. Geelong Family Services volunteer PD (August 2024) asks for WWCC (employee or volunteer card) or VIT. None of those pages is a live clearance desk after day one.
